The Reality of Counter Offers in Today’s Job Market
Why Speed and Strategy Matter More Than Ever

Trend alert: You extend a competitive offer to a great candidate, and suddenly their current employer swoops in with a counteroffer that is even stronger. One that is difficult for them to turn down. Sound familiar? This has become a defining pattern in today’s hiring market that continues to be exceptionally competitive. Individuals who are performing well in their current roles are being offered increased compensation, and/or other incentives by employers who are acting swiftly to retain them.
And kudos to these employers who are realizing that retaining high-performing talent is far more cost-effective than losing them to competitors and attempting to rehire. They are moving quickly and investing heavily to keep their top people, making counter offers more aggressive and more frequent than ever before.
Take a recent example that underscores this trend we’re seeing across the market. The top candidate from a pool of four who have been interviewed is being brought in to meet the team. The final meeting is scheduled ten days after the initial meeting. One day prior to this interview, the candidate removed themselves from consideration. Why? In this candidate’s case, the employer presented a substantial raise pushing the candidate’s expected required compensation well over the target salary range for the role for which they were interviewing. Additionally, the candidate now feels valued by their current employer and would rather stay somewhere comfortable instead of venturing into a new role and the unknown.
Of course, while every situation is unique, what happened with this candidate is becoming far more common.
What the Data Says About Candidates in 2025
- A large majority of the workforce is classified as passive. These are people who aren’t actively job hunting but are open to opportunities. In fact, as much as 70-75% of the global workforce falls into this category.
- Given how large that segment is, many employers are shifting their strategies: in a 2025 survey, 77% of talent-acquisition leaders said active sourcing, that is, proactively reaching out to passive candidates, is “very important” or “essential.”
- Meanwhile, many organizations report real difficulties filling open roles: a 2025 global survey found that 76% of employers are struggling with talent shortages, underscoring how tight the labor market remains. For candidates themselves, compensation remains the top priority: in a 2025 survey, 63% of candidates ranked “excellent pay and benefits” among their top considerations, followed by work-life balance (49%) and flexible work arrangements (44%). These numbers help explain why what happened with the candidate mentioned earlier is not unusual. It is also why speed and decisiveness matter more than ever.
Why This Trend Underscores the Importance of Speed and Strategy
Because so many potential candidates aren’t actively looking, but could be persuaded to change roles, potential employers who wait too long risk losing them – either because a competitor moves faster, or because the candidate’s current employer counters.
When you only rely on passive sourcing, timing becomes critical. A slow interview process or delayed feedback can easily shift the balance in favor of a counteroffer.
That’s why at ROI Search Group we believe it’s increasingly important to treat hiring as a strategic, time-sensitive effort without sacrificing thoughtfulness or fit.
